LONDON—A sculpture that Anthony Caro attempted to donate to the U.K. for permanent display could now be sold abroad for £2.5 million ($4.98 million), reports the Guardian via the Art Newspaper.

Caro hoped Millbank Steps, made of more than 100 tons of rusted steel, would be installed in London. Parliament Square was among the considered locations, but Westminster City Council declined the gift.

Rosemary Harris, a consultant advising on a suitable site, said, "If someone of Caro's standing offers a gift, for the nation to turn it down says something about the nation that is regrettable."
