New Bilbao Building Gives the Guggenheim a Run for Its Money

BILBAO—The new headquarters of the Basque health department is opening this month to much controversy over the building's design, reports the Guardian. The striking 13-story glass structure uses fragmentation and angles to reflect the sky, according to the Spanish architects Juan Coll-Barreu and Daniel Gutiérrez Zarza

The new building could replace the Frank Gehry–designed Guggenheim Bilbao, just a ten-minute walk away, as the Basque city's main tourist attraction. That building played an important role in increasing tourism, something other cities have since tried to replicate. Some critics think the new health department building will have a similar effect on Bilbao, while others consider it an expensive gimmick. 

"Is it going to be the new Guggenheim? I could not say. But according to the local press it is the most photographed building in the city," said Coll-Barreu.
